What if instead of being able to send one package with a % of units allow countries to send multiple smaller packages with the total amount of units sent not exceeding the same %

but the amount is 10%; how do we decide when that is? you could keep growing and sending incremental packages....?

The 10% would be set at the current number you had at the 1st send in the past 22hrs.

If it costs the same 3 turns per package, I think that will short circuit any potential for abuse.
