I think this could help improve the gameplay of the game.

you what start the set just like any other set in alliances .
well i would like to call the it a event that comes up in the game randomly of course this would bring a lets say clan blah and (ran by bot)clan blah is a weak clan not that active but the same size as your clan
country to country net to net <-- that can be talked about but as this events happen the clans get stronger so you may have to call in allies to help you

thats all i got right now what you think people.

forgot to add there will be one alert to your clan that you have some many day to get reason
just thought of this you can pay your way out of going to war
by paying off the demands of the clan that is declared on you

no idea what beginning of post means but bottom says that if alliance a doesn't want to war then they need to pay alliance b which is threatening to fs them. so won't happen.
