Sadly this is one of the trickiest bits of the mod stuff; there's no good way to go from Forum -> User or User -> Country; and no actions that can really be performed on a Country....

So ya. That means manual database digging.

One day we'll add better mod tools.

Isnt there a tinyint column which makes a user an admin?

Update TEAM_TABLE
SET tiny_int_column = 1
WHERE country_name = 'my_team_country';

It seems like the issue is the query which sets the password when updating password.

The form is /team/clan/admin

I looked at the HTML.
It's CLANADMINPW for the password, $_POST['CLANADMINPW']
and
look for value ADMINCLAN action.

There isn't an analagous team table with countries listed in it... but ya i'll look in through that at some poitn

it looks like there's a bug affecting alliance now where admin pw isn't allowing you to administer the tag. maybe i'll create a new post but it looked related.

Confirmed, I can't become 'ttag admin either. When you click Administer, is just loads the page again, doesn't say it failed or succeeded. If you try to refresh the page, it does try to rePOST data.
