On the buy tech page it says: Military (84%)

and research page: Military Costs: 83.5% of Normal

they are rounded, for example ffa control panel rounds x.9 to next full %.

warfare, industrial, spy, and sdi aren't rounded. hence "some"

rounding on the research page was taken off a few sets ago. When it was done, they didnt do the other pages that display tech.
