should say "your operatives can't be sent out while you are under protection"

same things happens when you try to attack someone while in protection.

wouldn't it be better if the Attack and spy screen have a message saying something like You are still under protection, you can not access this screen at the moment

I think for newer players though, it would be nice to see the screen even if you cannot use it yet. Changing the message should be enough.

I agree that changing the message should be enough. While you're under protection, the advisor guy should also say that you can't attack... that is, if he doesn't already.
