I'm trying to launch some operations but not matter which country I choose, all spy and war operations require me to declare war as they are protected by the GDI.
Pretty sure I meet the criteria for no GDI intervention on the countries I selected.

Am I missing something?

Yes. Gdi on express is different. It protects you from most attacks and ops until you hit someone twice.
