GDI authority will not let you perform this operation without declaring war!

Trying to spy on a country the same size as me, and you can't even declare war on this server.

Anyone know why it's telling me this?

Its the last 6 hours of the set. You can't attack people in the last 6 hours of the set if they are in GDI and haven't attacked you (or if you're in GDI, you can't attack anyone else the last 6 hours of the set unless they've attacked you).

Oh wow, lame. Can't believe I missed it by 6 minutes.
