whoever it was made a mistake
bombing banks was a waste of spy ops this set with all the real targets out there
the return on BBs is so low that it is not worth the rare precious spy op
see the discussion in the suggestions thread about how poor the option truly is
i do not think it is totally worthless like most do but it is clearly not worth wasting one of your precious ops
if you had essentially unlimited ops a day like in primary then spending a few to pick up $7M might be worth it but at express you have to average $10M an op on sunday or you can not pay for your spies
