if you try to buy from the public and its cheaper on your private, it buys it from there. make it the same for trying to buy from your private, if its cheaper on the public you buy those goods instead.

then i spend two billion dollars on (what? a wild stab at it) 50-60mil bushels which i get to resell on private at 33-34 instead :(
