as long as he has 45 nw he has no missile no cash and military whatsoever.

45 NW is just the NW for the 1 acre of land and a max of 5 civs.

what i'm really unsure about is why the no0b is OOP. it can be done in less than 30 turns.

And there's a minimum of 10 missiles that a country can have. I'm just irked that that I never got to send both before dying on that country. I am no n00b, I have a bazillion years experience at this game.

Also, there's no challenge in sustaining a min NW country if you stay in protection. It's hard finding people you can actually use those pesky missiles on when you're that small.
