I know these are n00b questions, but I've only played really played one reset since I played earth 2025 a few years ago.

1. How many turns total do you get in express.
2 At what point do commy indys start storing up turns for the end of the round?

1800 turns not counting bouns turns in express. But if I know express I doubt it will matter for you this set.

6 hours (or i gues 4) before the reset is the best time to store turns because the networth growth is relatively higher than normal.

I store turns ~36 hours before the reset ends. then the last day buy the cheap tech and play off the stored turns until you have around 4 hours left in the set and have in the neighborhood of 320-340 turns. At that point make your jump.

As of right now with 31 hours to go i have 149 turns on hand. I won last week playing pretty much this way and destocking turns with the commie.
