I wonder if a better mechanic might be that 0 attacks breaks your GDI.
Getting double tapped, I think, means you probably didn't have enough defense - thats kinda on you at least partially.
The biggest issue I feel, is the mediocre players that don't realise that just because they *can* break you, it isn't smart play to do so. In fact they know that being crap as they are and skinny, they are more likely to come out ahead. There is no deterrant to this behaviour and in fact GDI works in their favour more than anyone's.
Take that away and now you have proper accountability. Any attack on a human, invites their retribution however they see fit. That feels more than fair to me.
Under the current system the people who are troll-grabbing get to grab you one time, you can only retal once because you don't want to break GDI, then they get to RoR. So they are getting two fat grabs on you before you can effectively retaliate (because grabbing a skinny country, is *not* effective retaliation).
It should be no surprise that in a game where the mechanics are set up to favour troll-like behaviour, the game becomes full of trolls.
