From looking at past resets for Express, there's always fewer dictators than any other government, and there's not a good reason why.

+25% military strength is huge in deterring people from grabbing you.
+32% building gains is absolutely ridiculous in how powerful it is - just check my country news last set.
The bpt penalty is a slight annoyance, but if you're only growing out to 16k to 20k acres in the first place, its not going to slow you down at all.

I'd like to see people play dictators more often in Express. If you join GDI and only hit a country once, having that huge gains bonus for being a dictator is awesome.

ive never played indy before so i might try that

I played a dict/farmer once or twice here - it's definitely a relevant strat, but the slow early growth makes it a bit risky, even with the 25% def. bonus.
