What does Kills 1 or 2,,3 etc.. Mean under offenses & defensive ratio?

it means how many kills that country has gotten during the set. not necessarily by themselves but that they got the kill shot on a country that was being hit by several countries.

what pain said. its just 1 stat ingame and usually in alliance-servers (not ffa) it means that player is lucky last one (sometimes cherrypicker) who hit on some country.
