To get what you want it would have to say anything like "this pact is unbreakable except in the case of game changes, in which case no notice is required to break the pact".
Clan GDI has no impact at all on pacted alliances (who follow the pact), only unpacted ones. Your reasons are absurd, which indicates you don't seriously examine your own positions for soundness.
