it is consistent with the netter philosophy of the site that your own spies can kill you but your scientists in the labs who work with chemicals every turn never poison half the population, or blow up part of the city. if they wanted to balance the server sometimes your country would be destroyed by your lab's toxic accidents.

i await the day when people can host their own sets and get rid of some of these ridiculous netter protection rules.
