CI is overpowered in part because of the ability to sell 60% of its military in one sale.
Without this ability, say it is only 35% per sale, players in general would carry much more military units at home because they need to make multiple sales otherwise over a longer period of time. This results in a higher NW country on the whole, which grabs less land, and higher upkeep which results in less overall income per turn.
The flexibility of the CI in being able to switch between near all-turrets and all-jetter (by double-selling 60% of one or the other) is also strong. Too strong.
The 20% commission (10% selling military, 10% buying tech) in relation to obtaining tech is a non-factor, because Commie has the 20% tech effectiveness bonus which negates it completely.
The 4% extra commission when compared to the other governments is also a non-factor because no food stocking is necessary on the Express server as a CI, the 35% extra indy production more than makes up for it.
Not only that, CI's ability to store 60% military on the market significantly reduces the food upkeep costs while cashing out in the last 400 turns of the reset.
CIs can easily be nerfed by reducing the per-sale limits to 35% just like the other servers.
