Depends on what you wanna do, sounds like the guy sucks, so if you wanna net you can prob ignore him. But he's earned a beating so if you wanna make him pay, then war him and beat him down.

There is no 2:1 or for RoR or whatever in solo servers though, that doesn't make sense here, because who's going to enforce it? There's just you and him, and if he doesn't like it, you have a war anyway.
