It's not just the removal of the countries from the tag. A restart is supposed to be in the same tag as the original country on creation, and even with the countries gone due to the 48 hour removal someone was still complaining about not being able to join who was originally in the tag.

as far as the game is concerned the tag is still full due to the mechanics of the server even though it only shows 1 country in the tag.
