After a reset ends, you can now go back and look at the news of your own country(s). You can choose to make this news public if your profile is public.

The reason this was implemented was because half a year ago, Rockman did some harmful ops on qzjul's Alliance server's country in the last few seconds of the reset and caused him to drop rank. Qz thought it was a bug with his new "end of reset last 30 turns shrinking humanitarians" code or something, and checked it out and revealed the country # who did it to a Head in his clan. The head knew the owner of Rockman's country, and when it was made known, there was some controversy about whether qzjul abused his admin powers to find out something that could not have been known to anyone else otherwise.

Qz then brushed the issue aside by saying that this information doesn't matter because the reset has ended and it didn't affect anything - and proceeded by implementing news that can be viewed publicly by anyone as long as the country owner's profile is public.

Although Rockman's act was a breach in the pact between LaF-Evo, it was not taken to action because the information that Rockman had done it would not have been known without qz's admin intervention.

The initial launch of this feature included defending/market/spy/aid news, but it was later decided that market news is to be excluded to keep some privacy (so now you can't check if someone is market aided to the top ranks).

The end result was a lot of alliance profiles immediately went private because they didn't want people to know who their past countries are (which may have a history of suiciding while untagged).
