since this set is only 1800 turns, there's a shorter stocking period/there are smaller countries than in, say, primary (3200 turns). therefore, the rep advantage ($/turn) has less time to vest... (ideally, in primary, since you have more stock, the theo destock would also carry more weight, but that's not the case, as your market simply won't be big enough to spend all the stock)
