Civility (or hostility) isn't something that should be modded for. People get angry with each other, often for good reason, and that's not only part of the game but that's a never-ending problem for the mods to try to intervene to "fix". Topicality is something I would encourage the mods to consider moderating, but it honestly isn't a pressing issue.
Far and away, the most pressing issues are racism (other forms of discrimination are also issues, but racism is definitely the worst) and harassment.
These need moderating desperately if the forums are to be anything other than a cesspool, and if new players are going to feel like this is a place they want to be. No one wants to deal with either of these things. There needs to be real deterrents put in place to stop this behaviour, starting with warnings and ending with permanent bans from not only the forums but also the game.
Edit: I love how many of the worst offenders here try to paint my response to their racism or the few threads about Titans I've participated in (where I was hostile, but very topical and kept my comments strictly to what was on the thread) as part of the problem, and refuse to engage with what I'm actually posted while throwing fluff at me.
