Having just t10'd each government type, I'd say Fascist is hardest and Dictator is 2nd hardest. Monarch is probably one of the two underrepresented ones, but that would be because most switch government types. Lowering private market prices (not to the level of a theo, but lower) might help those three govts. Maybe larger private markets.

I tend to agree with whoever above that the problem isn't with the govt. types, it's with one strat overpowering the rest. -v
