Get rid of the enterprise zones, residences, military bases, research labs, oil rigs, and farms. Keep just industrial complexes and construction sites. Sell as much military as you can on the public market at the end of the day. Purchase oil and food at the beginning of each day, and purchase technology (primarily industrial technology) at the end of each day. And don't get worried if your income per turn becomes negative. That's the best way to play if you've chosen communism for your government.
