One of the first things you need to do is build more construction sites to boost your buildings per turn. Then you can explore and build land more quickly.
It says the strategy is oiler, but you don't really seem to have oil rigs. If you want to go oiler, focus on making oil rigs with 90%+ of your land, with a few industries thrown in to make spies.
Oiler is not a great strategy, but it might not be bad to start with for a new player, because oil production doesn't require any technology. To be an oiler, all you have to do is make oil rigs. You should lose cash per turn and make the money back by selling oil on the market. You may still want some technologies, like weapons or bus/res, but you don't really need the industrial tech since you won't have many industries.
Right now your country primarily has enterprise zones and residences, with a few farms. If you're going oiler, I wouldn't keep those buildings. Those are buildings a casher would use. Maybe you'll want to be casher. In that case, focus on those buildings and buying ent and res tech. You can make lots of construction sites in between exploring and building to make money for more tech and defense.
