It means if you have 1000 tech points, the game treats it as though you have 1200 tech points for the purpose of calculating your tech %.
This means you need to buy 20% less tech points compared to other governments to get the same tech % for any tech. This balances out the 10% commission you lose when you sell your units and another 10% you lose when you buy the tech points with that money. In other words, when you buy tech as a commie indy, you "use 0% commission" which is better than a non-Demo country.
