There is no war declaration. If someone hit you 2+ times you can retaliate by any means necessary to get your point across. Assuming they aren't outside of GDI range.

You declare war the same as any other kind of attack. You don't have to have been attacked by them previously (unless it's different in this server)?

omfg Marshal...

Tournament certainly has a war declaration.

Express and primary has the special GDI that doesnt work by NW ranges and therefore the perhaps main purpose of declaring war is gone, which is why I think it was also removed by the devs.
