I always make my own anyway. It doesn't take many rigs to produce the oil your need over time. So, I start out and build 100 rigs before I even come OOP and just run with it until I'm ready to start grabbing, and amazingly enough, I can run a LOT of strikes on what gets made, and hardly ever have to buy any, unless it degenerates into a brawl, then I have to buy some.

I feel like you can sustain a reasonably active military with 50 to 100 oil rigs. I don't see a need to ever buy, unless you're going really small (in terms of acreage).

that depends how actively you attack and how much military you send per attack.

100 rigs x 2 barrels per turn per rig for non fascists * 54 turns * 25 units per barrel = 270,000 units you'can fuel per day. You'd need more like 1500-1800 for the majority of your grabbing phase and then a lil more near the end when you're sending 7-8m+ jets per day.
