Trying to declare war on a target outside of my GDI limitation.
when I declare war and send the attack I get an error message. If I try to missile attack or any other specific operation it says the GDI won't let me, but if I send a standard strike it will allow it to go through, even though it won't let me declare war.

Anyone else with this issue?

"Declare War" is an actual attack type (listed along with Planned Strike, Standard Strike, Bombing Run, etc). However, Declare War attack type is not available on solo servers, like this one, because GDI functions completely differently on solo servers (in contrast with GDI on clan servers).
