Yes. The most common is for people to switch to Democracy or Theocracy to destock, or away from Republic after exploring to a certain size. Its also not too rare for farmers to switch from dictator, tyranny, or republic (all three as good growth governments) to fascism to stockpile. Techers often grow as a Republic, Theocracy or Tyranny before switching to Democracy to stockpile. Anyone switching from a non-theocracy stockpiling strategy to theocracy MBR, will obviously switch governments.
Given that top players are discovering the power of dictator for grabbing, and that many prefer cash starts to tech starts for casher, the theocracy cash start to dictator casher is beginning to come into fashion.
Its not even that uncommon for people to use three governments during a set - one for growth, one for stockpiling, and one for destocking. Generally a government switch is linked with a switch in the goals that a country has - from exploration to grabbing, from growth to stockpiling, or from stockpiling to destocking.
