Spies are incredibly messed up. Even a country with high SPAL can get broken in just a couple tries by someone with far far less spies. If you don't believe me, try to get a spy op on #102 in alliance. You'll see how few attempts it takes to get a spy op on a country that should be impenetrable. If you did hostile ops (which you shouldn't do), you'd have the same success rate.
The bell curve for spy success really needs to be fixed, and total spies needs to have more of an effect than it does now. If you look at the power or ABs or BRs against a well defended target in primary, and compare it to the destruction of spy ops against a target with twice your SPAL, you'll see how incredibly unbalanced the system is.
