I must be stupid, but I cannot attack a guy 20 levels above me, and Where is the DECLARE WAR button?

It is back in 1998.. Just kidding. Maybe. I do not remember :)

less defined as days go by. Fading away well you might say I am losing the focus. Kinda drifting into the abstract in terms of how I see myself

It's in the menu where you select attack type I.e. guerilla strike artillery barrage bombing run standard strike or planned strike
