It makes your GDI free.
You can only take this bonus if you are in GDI. The interesting part is that on servers where you can change into and out of GDI (FFA, team and alliance) joining GDI and using this bonus locks you in GDI.
Primary is generally the only server where this bonus is worthwhile.
