Is this true for other government types?

They are different on fascism than other govts. I don't believe democracy has different bonus than mon, theo, rep, dict, commie or tyranny. Has it changed?

Fascism has +15% permanent bonus effectiveness as a positive for that govt, it's just that it's not written out in all the right places, so people get confused.

its not noted correctly in some places, but yes as Gerdler said Fas' get +15% everyone else is standard.
