I started Monarch autimatically, there was no option to change the government type. Any ideas?

Do I need Premium?

In game, go to Manage and select government from the drop down, then update at the bottom.

Remember tho that theres a steep cost to change government unless you are changing from Monarchy!

So it's often wise to switch just once or perhaps twice during a round.
