From the wiki, it pretty much works the same as def pact, meaning 25% of your ally forces. But is it the same limitation of no more than 100% of your ally spies?

difficult to test, but with the number of spy ops that i failed this set when i had 500k+ spies with 300k ally spies and 115% and my target had <250k spies is, to me, damned annoying. i can only guess that they had big intel allies and i was moderately unlucky.

not knowing how spy op success is calculated with respect to spal, nw and any other factors makes it difficult to be sure
