So, I'm playing in alliance. I built my resource decay bonus up to 81%, I switched governments and now my resource decay bonus is at 60%. What gives?

I thought these were permanent bonuses, and did not thinking that switching governments would make me loses some.

hm, i don't think govt switch affects bonuses
