Is market spy considered a harmful op? I've been trying to use it express (i'm in gdi) and GDI has been not allowing it. Not sure why this is considered harmful, as it's just info like military or regular spy op.

market, normal, ally and mil spy aren't harmfuls, rest of ops are.
