If I was a dictator gov't and had 1 million jets with 1.30% weapons tech and 25% of my allies combined offence units equals an equilvilent 500 thousands jets is my total attacking strength on a Planned Strike:

1 million + 500 thousand x 25%(gov't bonus) x 1.30%(weapons tech) x 1.50% (planned strike bonus)= 3,656,250

The correct answer is:

((1m x 1.25 Dict x 1.30 weapons) + 500k allies) x 1.5 PS = 3.1875m

Your ally contributions are not boosted by your government and/or weapons, nor your allies own govt/weapons. They are boosted by PS bonus only.

there was debate if govt and weap affect forces allies are loaning too.

They don't. At least, the assumption is that O-allies work the same way D-allies do. I would have failed a lot of grabs if D-allies loaned govt/weapons.

I meant if attacker's govt and weap are added after allies forces or before, can't remember which side won.
