i was curious so i briefly tested 2 2k acre countries with similar networths, one with 20k spies, the other with 2k spies.

the 2k spy country succeeded about 6 times in a normal spy op out of about 40 total ops... this seems to be too high a success rate for a country with a much lower spal.

can anyone confirm this?
