Dallas didn't rebuild right away., but 600 turns of no production is still better than doing failed GS attacks. We're failing because we couldn't get more than 2 ppl online at a time. Or-- other reasons which I'm not going to elaborate on, which I take responsibility for.
When you're small net, your expenses are easily manageable- as a large country our expenses are much greater- so to improve the long term strategy is to take advantage of their low running military. Most effective, no. Not against high stocked players., but we did the best with what we had.
