Maybe a simple counter that limits the number of hits a country can take each day, from one country or multiple countries?

Any one else have an issue with their bioterrorism attack? In my last five or six games even after resets, my bio attacks won’t fail, but they poison my own supply. Like. 20 in a row. But when they do, I don’t get a negative effect on my population. Three games going right now. Same problem every time, in all three games.
