Trying to declare war on a target outside of my GDI limitation.
when I declare war and send the attack I get an error message. If I try to missile attack or any other specific operation it says the GDI won't let me, but if I send a standard strike it will allow it to go through, even though it won't let me declare war.

Anyone else with this issue?

Experienced player, started playing in 1999. Played original earth 2025 till it was shut down. Just discovered the game has been rebooted.
