A 20k acre farmer with decent bus/res tech would have around 200k population, and about 2m a turn in tax revenue. 70% tax rate would then give an extra 2m cash. At 4k networth per 1 million cash, that would be about 8k networth from the extra cash. You'd have to lose 48k of the 200k population for it not to be worth it.
A 20k acre casher would have around 600k population and 12m in tax revenue. It would get about 48k networth from a tax increase, so it would need to lose 288k of its population for it to not be worth it.
Using rough estimates, it seems to be worth it, but would only provide a very minimal boost in networth.
