with 1 attack or with multiple attacks?

1st case its to hit landfat country which has near same nw as your country has and also it helps if you have alot military strategy tech, 2nd case just farm some players/bots who are just in bottom range of what you can hit.

fat target and matching target's nw and you can't use less oil in attacks besides investing more to weapon tech. if you mean readiness then don't send more than 1/3 of your attacking forces.

each unit uses fixed amount of oil so to use less oil invest to weapon tech to decrease usage of oil by needing to send less military units.
