If i max RD bonus to 100% and have a decent pile of cash and food, if i switch govt's do i loose a part of that cash due to the switch?

yes, rd reduces money loss if has over 2b cash and reduces bushels lost to decay and if you don't spend turns then rd doesn't do anything so doesn't help when switching govt 2nd time.

sorry, i meant that if i have 2bn cash on hand and my RD is at 100%, then when i switch govt from say rep to theo, will the RD bonus protect my cash on hand from govt change loss?

nope, govt switching 2nd time is penalty not decay.
