am i missing soemthing in strategy, like am i supposed to put more into enterprize zones to retain more cash?

Firstly if you are an indie you should be a communist.
Secondly only build indies, don't build any enterprise zones or any buildings other than indies.

Buy mil tech, res tech and bus tech to improve your per turn Income.
