Hello i am noob. Seemingly it is best to save turns and just use bonus point bought ones while stockpiling all others for just before reset. Doesnt this detract somewhat from the rest of the round/age? Is there any point using turns to climb the rankings if somebody has several hundred turns stored and uses them 5 minutes before reset - overtaking me in the process. Does all action happen just before game finishes? Doesnt that make it a bit pointless to be superactive?

It is intended. You spend your turns late if you believe if it will grant you an advantage (eg cheaper goods), but you spend your turns early if you think it will give you an advantage (earlier land gains).
