Mods would basically have to agree that it would be okay for tags not involved in a war to retal/kill countries hitting tags that are at war. I could see it escalate and get ugly quick if mods were not on the same page as the players.
With that said, I'm not sure it would be any more/less ugly than what is happening now between iScode's/boltar's tag and ingle's tag. Scode grabs ingle, ingle kills scode without authorization. ingle says it's not war, scode says it is.
If ingle had a tag policing for him, that tag could have retaled Scode as opposed to ingle's tag feeling the need to kill the country. That tag would have to take on the risk of offering to do the policing actions, but at least it would give the tag being hit a few more options, if they have allies willing to vouch for them. To Braden's point, it's one of the situations where diplomacy and allies might still actually be helpful.
Looking through the news, the war between ingle's tag and Scode's might be a bad example. It looks like the FBI war was over and ingle killed Scode for spite. Regardless, I could envision a truly even war becoming potentially uneven when an outside tag begins grabbing one of the tags at war, so I feel the point is still worth addressing.
