Is it better to change governments half way through the game?

Strats vary and some strats change gov's 3 times in a set. When I start out as a Rep/techer I usually change to Fanciest or Demo Farmer midway or soon after depending on tech prices.

Most people change gov'ts after teching (from Mono to whatever they're going to specialize in) and in the last few days for max PM buyouts.
